Information shows that the safety of human factors on the production system of enterprise is also growing, human error induced by the incident has become one of its main source of accidents. This research attempts to provide an evaluation of the practical human security approach that can be used for personnel selection, to prevent and reduce human errors, improved human-machine interfaces, improve safety management. The main research methods and results are:By reviewing relevant theories, the definition of competency in safety occupation aptitude research has being cleared and the individual in a special industry has been identified as the research object. On this basis, by introducing the competency theory in human resource management into the research of safety occupation aptitude, and drawing on the establishment and inspection method of competency model, this paper builds a special industry security competency model, and further proposes that in the safety evaluation process, it should take the reliability and validity, stability, sustainability as the purpose, and appraises the model comprehensively using the advantages of various disciplines methods.Select six security capability indexes of the electric power enterprise operation personnel through the literature material method, divide them into 5 levels through the statistical capability index, and evaluate them through fuzzy neural network. The input layer includes six indicator; fuzzification layer select Gaussian function as membership function(make sure the center and width of the membership function randomly); in rule layer fuzzy computation each membership; using fuzzy operator for liancheng operator; in output layer based the result of fuzzy computation get the output value of fuzzy model. Use Linspace function in Matlab and insert 6 indexes by Interval evenly distributed way getting 375 samples and by the same way get 100 samples to test the trained network inspection. Test results shows that we can use the trained network classify the security levels for the electric power enterprise operation personnel.This paper is to establish a special industry capacity model of human security and its evaluation provides a new method and theory. In the fuzzy neural network computer power enterprises operating personnel on the evaluation of level of security is conducive to promoting the safety of subjects and other subjects cross-development, but also conducive to the development of security research career adaptation.
