In today's highly developed economy, the ecological environment is increasingly becoming the bottleneck constraining economic development. In recent years, climate change, low carbon economy, ecological construction as an important issue of global concern, in the final analysis or to sustainable development, and how to measure sustainable development has become the focus of academic research. Ecological footprint of its simple ideas, simple and intuitive, operational indicators, etc., as one of the important regional indicators to measure sustainable development. As the back garden of Shanghai, Chongming, it will provide a broad ecological building ecological development, while building world-class ecological island of Chongming Island is the ultimate development goals. Therefore, scientific evaluation method of choice, objectively evaluate the true sustainable development of Chongming Island, the state over the years, in time for the planning and management department of the response strategy is a very important issue. Therefore, this study of "sustainable development" in the context to Chongming Island as an example, the use of theory and method of ecological footprint, on Chongming Island, Evaluation of the sustainable development. Based on the Statistical Yearbook of Chongming Island, this paper calculate the changes in the dynamic ecological footprint account status from the time scale in 1994,2000 and 2006, three different years. From the spatial scale of the township through the ArcGIS software spatial variation of the ecological footprint research. The results show that:Chongming Island ecological footprint per capita 0.9221 hm2 by the fall of 1994 to 2006 0.8353 hm2, which fell to the lowest value in 2000 for 0.7636 hm2. By the per capita ecological carrying capacity increased in1994 0.5303 hm2 to 0.7369 hm2 in 2006. Present state of the overall ecological deficit, but the ecological deficit continues to decrease, showing a good momentum of development. Spatial variation from the pattern of ecological footprint perspective,1994 to 2006, Chongming Island, the total ecological footprint of each township showing a decreasing trend, the lower level of the first, second, increasing the proportion of three types of towns, from 1994 of 9 into 12 in 2006; higher levels of the fourth, five towns declining, and has started to become vacant; ecological carrying capacity of the township showed decreasing trend. Food consumption structure, consumption of aquatic products, non-agricultural population and economic level, become the major factors to impact on changes in ecological footprint and ecological capacity. The ecological footprint of East Island is reducing; the ecological deficit of South Island is the highest; the ecological deficit of Center Island is relatively light, the two towns in West Island is ecological surplus. Finally, according to the results, we can find some problems from two aspects, one is constitute factor of ecological footprint, the other is special development pattern. And then come up with strategies and recommendations.
