Study On Legal Issues About Water Pollution Control In Songhua River Basin

Songhuajiang river, one of the seven longest rivers in China, runs across a length of 1,905 km and covers an area of 5.5 million square km2 across provinces of Liaoning, Jilin, Heilongjiang and Inner-Mongolia. Concurrently, Songhuajiang basin is faced with many challenges in terms of water preservation owing to rapid growth of economy such as over discharge, water deterioration, and increasing pollution. For fighting against such challenges, actions should have to be taken on the basis of practice. In this dissertation, major relevant issues were identified, and from the legal perspective, solutions were proposed with independent research and with referring to international experiences in water pollution prevention and treatment, especially those in the aspect of basin.This dissertation is outlined in five parts. In the first part, background, literature study, objective and the significance were presented. Then an introduction of domestic water pollution control was discussed, including the status of China's water pollution treatment, domestic, basin, and Songhuajiang river basin water pollution legislation, as well as the seriousness of water pollution of the Songhuajiang river basin. In the third part, issues and challenges for Songhuajiang basin's water pollution prevention were discussed. Then, in the fourth part, for clarifying insight to the treatment of Songhuajiang river basin water pollution, a panorama view of overseas water pollution control legislation was presented, including such countries as the US, the UK, France, and Japan. In the last part, a key part of this dissertation, on the basis of summarizing current work, specific legislation ideology was discussed, which was to roll out an unified act for Songhuajiang basin's prevention and water pollution, with such clauses as basic principles of Songhuajiang basin's prevention and water pollution, administration system structure, ecological compensation, public participation, as well as the improvement of civil and criminal liability.
