Environmental pollution of the production process in petrochemical industry is quite common and getting worse. How to solve environmental problems has become an urgent need to address the major issues. Currently, organized source of environmental pollution has been a certain amount of control, but the fugitive emission source is out of people's attention because of its specificity. However, the environmental impact of fugitive emission has become increasingly prominent. There are many factors that can influence fugitive emission, leading to some difficult to determine the quantity of emission and its regular pattern. As a result, monitoring, evaluation and control become harder. In this paper, the environmental impact assessment of fugitive emission in petrochemical industry is studied, and the theory has certain innovation in this area.Environmental impact assessment (EIA) of fugitive emission is an important part in petrochemical project EIA, and also a difficult issue:firstly, there are many processes producing pollution of fugitive emission; secondly, the quantity of fugitive emission is hard to estimate; lastly, pollution control cost may very high. There are many uncertain factors of fugitive emission in production, collection, management, emission, concentration prediction and protective distance determination. Therefore, it will cause serious impact to environment if there is no scientifically and objectively evaluation and pollution control management. At present, environmental impact assessment system and technology of fugitive emission are not yet perfect, there are still some difficulties to scientifically and objectively evaluate the environmental impact of fugitive emission.In this paper, the meaning of fugitive emission is described. According to the environmental impact assessment theories and methods of China, the difficulties and problems of environmental impact assessment of fugitive emission in petrochemical enterprises are analysed, combining the characteristics of fugitive emission and its environmental impact. To the uncertain factors of fugitive emission, the ideas, contents and methods of environmental impact assessment of fugitive emission in petrochemical project are discussed, and then the technical framework and content system for environmental impact assessment of fugitive emission are built. This paper focused on the analysis of fugitive emission sources; in addition, some atmospheric diffusion models used currently in fugitive emission are discussed and compared.Meanwhile, taking one crude oil storage project as a case study based on the basic theories, methods and frame of environmental impact assessment of fugitive emission, and then analysed the technical requirements and pollution control program. The study should be practical significative for the EIA of fugitive emission in petrochemical project and its pollution control and environmental protection.
