This paper is based on the first national pollution sources census, researching on pollution sources census data's conceptual models and data structures, and developing a pollution sources Geographical Information System to realize the management and analysis of census data. The main research works of this paper are establishing conceptual models for digital map and pollution sources, and then, realize the integration of the two; Design and implement functional modules to carry out professional analysis of census data management and analysis.This paper applies GIS technology to the management of pollution sources to make various informations can be visually reflected in the digital map and realize the effective management of sources of information, so that a large number of abstract and dry sources of pollution become more intuitive and easy to understand. At the same time, through GIS spatial analysis function, pollution sources census data can be analysised effectively and gave decision-making support, and further more, it can establish and develop a solid foundation for the follow-up comprehensive, professional information systems and provide a scientific basis for the relevant functional departments of government.This paper makes the best use of the theories of GIS, Environmental Engineering,Computer and Database, establishing conceptual model for data map and pollution sources census data., and further more realize the integration of the two. On the base of those conceptual models, this paper establishs a reasonable pollution sources data framework, and the framework laid the foundation for the realization of the system. Combining GIS technology and component-based software technology, and according the demanding of the national government on how to process and analysis the pollution sources census data, this paper using SuperMap Objects secondary development controls and Visual Studio 2005 integrated development environment, this paper developments basic functional module of GIS and professional functional module on pollution source census data analysis, to achieve the desired outcomes.
