Public Policy Research Based On Ecological City Construction

City is a human concentrated area with great charm for its high efficiency of production,happiness of life and civilized society,in all ages,countless people consider city as a symbol of happiness and continually rush into it. In the contemporary era, as the speed of urbanization become faster and faster, the degree of city industrialization become higher and higher and the population of city become lager and lager, cities now are facing a series of problems such as poor air quality, water pollution all around, solid waste flooding in nearly every corner, road congestion, large automobile exhaust emission, etc. All these phenomena are telling us that cities are under increasing pressure of the environment, resources and energy. In 1971 the United Nations educational, scientific and cultural organization (UNESCO) launched the "man and biosphere (MAB) plan", and put forward the concept of "ecological city ".The exciting concept of "ecological city" received worldwide attention from the date of its birth, it is not only a good medicine to cure urban environment pollution, low index of citizen's happiness and resource energy crisis, but also an important expression of the concept of sustainable development, it is the inevitable choice of future urban development in China. At present, there isn't an ecological city of real sense in the world, but the constructions of ecological cities are active both in China and abroad. To make sure the construction of ecological city can be carried out smoothly and advanced effectively, and the concept of the ecological city can be implemented, we must rely on the scientific and rational public policy to control, influence and push it. The success of ecological city directly depends on the correctness of public policy, but so far, the research of construction of ecological city is still quite scarce. Therefore, the current status of the construction of ecological city at home and abroad and the problems existed, the public policies about construction of ecological city at home and abroad and the similarities and differences between them, and what should be contained in our public policy constitute the core of this article.Using the methods of comparative analysis, this article shows the Similarities and differences between public policies in China and abroad, this article starts from studying the theories of ecological city and public policy, fist it analyses the connotation of ecological city and both the characteristics and function of public policy, then it discusses the theoretical fulcrum and value orientation of formulating public policies in ecological city construction, after that, this article analyzes someexisting problems through the survey of the status of ecological city construction both inChina and abroad. In the part of specific research of public policy, using the methodsof comparative analysis, this article shows the Similarities and differences betweenpublic policies in China and abroad, in combination with the actual situation in China,it puts forward the content which should be contained in the public policies based onecological city construction. In the part of case analysis, this article analyzes theexample of the ecological city construction in Nanjing and shows the feasibility andrationality of the advices mentioned above. In addition, the prospect of the futuredevelopment of ecological city is made at the end of the article.
