Study On The Construction Of Safety Culture Of Shenghua Chemical

In the early 1980s, Terrence Deere, professor of education research institute of Harvard University of American, accumulated abundant information after a long-term research in business management with Allan A. Kennedy , adviser of McKinney Consultants Incorporation, and finished writing《Corporate culture——the customs and propriety of business survival》,put forward the concept of"corporate culture", proposed to manage the corporation with"corporate culture". Safety management is an important part of corporation management, and then International Atomic Energy Agency (IAEA) put forward the concept of"safety culture"in the mid 1980's, proposed to manage the production safety with"safety culture". To manage the production safety with"safety culture"is the highest level of safety management; it changes the role of workers in the safety management from passive to active, and gives the safety management a more solid foundation and a reliable guarantee.This paper summarized the theories of safety culture first, and analyzed the progress in research of safety culture by academic circles and business circles at home and abroad,and pointed out the problems in research and application of safety culture by academic circle and business circles at home. The paper analyzed the current situation and the problems in safety culture development of Shenghua Chemical next, put forward the safety culture suited to the actual conditions of Shenghua Chemical: construct intrinsic safety petro-chemical enterprise, and then pointed out the principles that must be followed during Shenghua Chemical constructing its safety culture. at last, the paper described how to construct Shenghua Chemical's safety culture step by step during it carry out the safety management in normal times, and how to carry out the safety management by using safety culture instead of manual supervising or pure institutional constraints, and realized to manage safety by using safety culture finally.
