Research On The Relationship Between Water Resources Protection And Economic Development In The Core Area Of Three Gorges Reservoir Area

Value of Water resource as the basic natural resources and strategic economical resources, has become increasingly prominent. Water resources protection and economic sustainable development have become the common criteria of social, economic and environmental development of each nation. With the construction of the Three Gorges Project, the prominence of the issues of the damage of the ecology environment and the survival of the immigrants, it is urgently needed to settle the contradictions between the water resources protection and economic development in the core area of the Three Gorges reservoir area.The core area of Three Gorges reservoir burdens dual tasks: water resource protection and economic development, but the key task is not prominent, the relationship between the two tasks is not clear and the problem's root is unknown, which results the county's low efficiency of water resources protection and the lack of systematic planning, and also influences the water resources protection and sustainable development of economy. Therefore, it is the key point of solving social, economic and environmental sustainable development in the core area of the reservoir to make clear which is more important between the relationship of the water resources protection and economic development, the relationship between the two and find out the source of the problem.Based on the current situation of the water resources protection in the core area of the Three Gorges Reservoir Area and that of the social and economic development, this study analyzes the inter-relationship of the water resources protection and the economic development, and finally proposes some policy suggestions of the protection of the water resources in the core area of the reservoir area with the methods of combining the quantitative analysis and systematic analysis.The main research results and conclusions are as follows:First, with the methods of research in the local and net-survey, analyze the current situation of the water resources protection and the development of the socio-economic; we conclude the current situation of the socio-economic development in the Three Gorges Reservoir and the current situation of the water resources protection: the former is the obvious contradiction between the people and the land, the drop behind of the urban construction, the weakness of the economic-mental, the unreasonable industrial structure, etc.; the latter the current situation of the water resources protein: the main water of Yangtze River water is quite stable, the a tributary with poor water quality, the industrial pollution is less, the agricultural and life pollution is increase.Second, by using environmental Kuznets curve theory, build the empirical model to study the relationship between water resources protection and economic development in the core area of the Three Gorges Reservoir and then we find out that there exists the "U + inverted U "type of relationship between industrial pollution in the core area of the reservoir area and per capita GDP and that there exists the" inverted U "shaped relationship between domestic pollution, agricultural pollution and per capita GDP.Third, deeply analyze the relationship of the water resources protection and economic development and make definite that the key task of the core area is water resources protection; find out that the source of the issue of the protection of water resources and economic development is the amount of the population; we conclude that the industrial structure, the way of economic development, the accumulation of the economical and the stage of economic development are all the important factors for affecting the water resources protection.Fourth, in order to protect the water resources in the core area of the Three Gorges reservoir area, the scale of the economic development should not be too great and should be major to develop the recycling economy and ecological economy, to reduce the pollution emissions. We should consider reduction of the population as the source method to reduce the pressure of the economic development and water resource protection; through advanced policies and systems of the water conservation, with the aim to develop, protect the core area of reservoir water resources away from pollution.
