The production, storage and transportation process of petrochemical enterprises involve many hazards, which pose a certain threat to the area personnel, equipments and buildings. Besides, when fire, explosion or leakage accidents of toxic substances emerge, they tend to result in irreparable damage. One of the reasons for the serious accident consequences is that petrochemical enterprises lack scientific and reasonable risk assessment technical guidance of accident control and disaster prevention. At present, scholars mainly study the risk assessment of petrochemical enterprises from the aspect of identification, analysis, management and control of disaster. So, in the paper, the author studied the accident control and disaster prevention of petrochemical enterprises from the aspect of vulnerability of hazard-affected body.Based on the hazard classification theory, accident causal chain theory, and energy accidental release theory and similarity principle and from the perspective of the vulnerability, the author analyzed the accident reasons and the theoretical basis of accident prevention and control of petrochemical enterprises. Then, the author explored the causes of the vulnerability of hazard-affected body and proposed the theoretical basis of reducing the vulnerability of hazard-affected body.Through the comparative analysis of various kinds of vulnerability evaluation methods, the author selected comprehensive index method model as the vulnerability assessment method of hazard-affected body of petrochemical enterprises. The model uses the inverse method and field investigation method to screen assessment indexes. Besides, the author determined index weight by combining weighting method, and determined the level of vulnerability with fuzzy comprehensive evaluation method.Based on analysis of the main accident types of petrochemical enterprises, the author analyzed the effective composition of hazard-affected body of petrochemical enterprises from three aspects, namely, exposure, sensitivity and response ability of personnel, equipment and building.Based on the above research, the author constructed the vulnerability assessment model of hazard-affected body of petrochemical enterprises, and applied the model to the vulnerability assessment of hazard-affected bodies of ethylene unit area, product tank farm, and liquid loading/unloading station of a petrochemical enterprise in Tianjin. The vulnerability indexes were 0.6753,0.5967 and 0.5935 respectively and their corresponding vulnerability levels were relatively vulnerable, generally vulnerable and generally vulnerable. In view of all kinds of hazard-affected targets in ethylene unit area, the author put forward some control measures and evaluated the implementation effect. The assessment result shows that vulnerability index drops to 0.5961 after taking the control measures and it is generally vulnerable. Study shows that the control measures can reduce the vulnerability of the hazard-affected body in the area. Therefore, the model can provide decision-making basis for petrochemical enterprises to take measures to control accidents and prevent disasters.
