The regional natural disaster vulnerability is an important part in the study of disaster management from the concept of vulnerability, the paper introduce the concept and element of regional natural disaster vulnerability, its constituent elements include:the exposure of regional resources and property regional coordination capacity and the sensitivity of the regional resources property. The concept is:The regional carriers may experience suffering extend when face the nature disaster and its capacity of responding and recovering. Base on this, the paper build regional natural disaster vulnerability evaluation index system, gathering statistical data of2007of38national severely affected counties in5.12WenChuan earthquake and their data of the population of casualties and direct economic losses after suffer earthquake, the paper study the vulnerability of the regional natural disaster of the38national severely affected counties using C2R model and BC2model in the frame of DEA.In the DEA evaluated model, the Input factors include the exposure and coordination of regional resources and properties, the output factors include sensitivity of regional resources and property. Using the model, we try to measure the size of the vulnerability of various regional natural disaster and find main factors to affect the regional vulnerability. The results show that there are9counties which have the high vulnerability, they are:Beichuan County, Pingwu County, Qingchuan County, Wenchuan County, Li County, Mao County, Songpan County,XiaojinCounty and Heishui County.6of them belong to Aba Tibetan and Qiang Autonomous, all cities and counties which belong to Cheng du and De yang have low vulnerability.Through this study, we have a clear grasp of the concept and its constituent elements of a regional natural disaster vulnerability and initially set up an assessment index system of regional natural disaster vulnerability. We could find the region which have the highest vulnerability and the main factors which influence the vulnerability using the DEA model to analyze the vulnerability of the regional natural disaster, ultimately we hope we can provide a scientific foundation for decision making in local disaster management.
