Ecological Environment Assessment On Land Consolidation In Huaide Town, Fushun County

The government put forward clearly in the eleventh five-year plan that landconsolidation must be done well and ecological environment must be protected.Thestudy of the ecological environment impact of land consolidation is very important inproviding support for project decision-making when study the feasibility of the projectand proposing feasible protective measure in phase of planning and designing to avoidserious environmental problems. Evaluation on the ecological environment impact ofland consolidation is a complicated project,and there is no efficient system in thisfield so far. Under the background of that people pay much attention on the ecologicalenvironment effect,how to evaluate it is great important.Hilly region in our country is characterized by. much scattered,broken andmiddle-and-low-yielding cropland,sharp contradiction between people and land,andsharp ecological problem.Consequently it is particulary urgent to undertake landconsolidation.the study on land consolidation in this region is still at a relativelylow-level stage at present,and is not enough to instruct the activities because thedeficit in theory and practice aspects.Improper way and technology of landconsolidation will have negative effect on ecological environment of agriculturewhich eventually cause the deterioration of environment quality.Taking Huaide's land consolidation as an example, on the basis of the theoryand methods of Ecological Environment Impact Assessment and the research fruit ofsoil and water conservation project,irrigation and drainage engineeringproject, shelterbelt project,road project and soil improvement project, this paper makesa thorough and generalization about the ecological environment impact of the majorproject of land consolidation which provide scientific gist and judging standarts forthe planning and designing of the project of the land consolidation.Furthermore, thefactors of ecological environment impact are fully identified and eventually anindicator-system of ecological environment impact assessment for general is builtwhich propose instructional indicator-system frame for developing idiographicecological environment impact assessment.Moreover, quantitative method is used tothe indicator according to its connotation. At last The paper seclects appropriate indices standardization method, ascertains the weights of every index, calculates theeco-environment comprehensive index of the project zone and builds the model ofecological environment assessment on land consolidation.Through evaluation, the eco-environment comprehensive index of the projectzone is 0.797 before the land consolidation, and is 1.164 after the land consolidation,the increase is 46 percent, which shows the eco-environment of this zone is improvedgreatly and proves the land consolidation is scientific and feasible.
