The control of environment is a systematic project, the management of solid waste, as one part of Chinese environmental pollution management, play a immeasurable influence towards the environmental management of atmosphere, water, soil. Now each province and city are subjected with the difference of economical development level and technology of dealing with pollution. They have different demand and capacity of dealing with solid waste. The Circular Economic Promotion Law Also request the resourceful, reduce and recycle use of solid waste accelerate the speed of development in dangerous waste transporting among provinces and cities.In this article, we place the transporting of solid waste among provinces and cities as the beginning of studying, based on defining relevant conceptions, the article analyze the necessity and availability of law regulation about solid waste transporting across the boundary. In conclusion, We have three major problems of solid waste transporting across the boundary: the imperfection of law rules, the loophole of supervision, the lack of regional compensation institution across the boundary. Among these problems, the article place the key point of studying at regional compensation institution across the boundary and the scope of law regulation. Currently the nation has structured rigorous law system to control the transporting across the boundary about dangerous solid waste, but we have ignored the more and more wider tendency of non-dangerous solid waste transporting across the boundary, such as rubbish, construction waste. Meanwhile many supervisory measures have been applied to the beginning and the middle time, we have ignored the fair relief towards the ground which dealing with the waste, this problem has aggravated the contradiction among the input ground and output ground.Aiming at the problems we have mentioned two aspect for perfecting the law: one of these is going to perfect The Protecting Law Of Solid Waste Polluting Environment and The Regulation Rules Of Transporting under the frame about solid waste pollution management. We need widen the range of regulating target about the transporting across the boundary from dangerous solid waste to the whole solid waste, then we need administrate them in various parts. Secondly, the input ground should come to an agreement with output ground, which will form an institution of regional compensation abut transporting across the boundary, maintaining the regional justice among two parts. The article has made a assumption about the the basic theory, the target and function, the frame and the major elements. Through putting forward these perfecting advice, we are looking forward to structuring rigorous regulating system and forming one behaved transporting environment.
