| The turning of the centuries, with a rapid and heavy pace, always goes along with the unchanged track of time. Unconsciously we have been in the 21st century for eight years. In this transform of centuries and the wave of globalization, China are experiencing a significant transition in the century, among which the regional environmental protection issues in contemporary China are also experiencing a difficult development. However, in the world which considers economic development as the most important issue, environmental protection was unable to escape the destiny of being "marginalized" in the history. Facing with a social reality of the moral decline and the loss of values, the jurisprudence, which has always concerned about the national economy and people's livelihood, no doubted should shoulder the historic mission of sustainable development of the nation. It is in this sense that this paper has selected China's regional environmental legal system as a subject on the study, in the hope of that it can provide a reference for the perfection of China's legal system of regional environment and new developing ideals for the construction of the ecological community.This paper, setting the background in ecological and social construction, is to discuss the theory of the harmonious developing management and the issue on policy making in order to solve the problems of the regional environment. By using the simple language, the documentation method, the comparative analysis and the empirical research method, this paper does a systematical discussion on the protection theory, the legal system and the dispute solving mechanisms of the regional environmental in seven parts.Chapter one is the introduction. This section is mainly to brief the cause, the purpose and the significance of this research. Through sorting out the domestic and abroad literature, it clarifies the starting point, focus and difficulty of the research, and also explains the research methods and the technical routes in brief.Chapter Two is divided into domestic and international legal regime for regional environmental assessment. This section is mainly to inspect the regional environmental legal system of both foreign countries and regions as well as China's to obtain the experience and enlightenment of a sound legal system for China's regional environments.Chapter Three goes further into the political, economic, cultural, and legal aspects to explore the main reason for China's regional environmental issues. It provides a basis on reality for chapter four to pose a specific countermeasure on this issue.Chapterâ…£, basing on the theoretical study of second part and the reason analysis of the third part, proposes a theory of a harmonious developing management to solve China's regional environmental issues and conducts a preliminary concept and the corresponding analysis.Chapterâ…¤based on the theory of harmonious developing management discusses on how to build China's legal system of regional environment. First of all, it analyzes the basic requirements for the structure of China's legal system for regional environments. Secondly, it expounds the basic legal system of the regional environment of China.
