Study On Rural Garbage Control In Wenshan City

The important parts of Thirteenth five year plan of the communist party in China are sticking to balance urban and rural environment management, intensifying the rural garbage management, promoting the waste recycling and Harmless utilization to build a neatly new socialist countryside. At present, However, our country has worried about the rural environment problems, the Common phenomenon of Garbage wail village has become a difficulty of the construction of new countryside. At the same time, the increasingly problem of rural garbage has severely influenced people’s health. In order to solve the problem, this thesis selects Wenshan city in the western region as samples, the Aim is to through the new public service theory to explore multiple subject of rural garbage management supply mechanism and hope to find the effective way to rural garbage governance issues.This article is divided into six parts. The first part is introduction, mainly elaborated in this paper, the research purpose and meaning, domestic and foreign research review, and the concept and theory are introduced. The second part is a summary of the collaborative supply of public service. The third part expounds the related policies on rural waste management service and affordable conditions. The fourth part is the Wenshan city rural garbage management service supply analysis, it is the practice basis in this paper. The fifth part is the introduction of advanced foreign experience and reference. The sixth part is the Wenshan city rural garbage management service collaborative supply plural path to explore.The focus of the thesis is based on the analysis of the restrictive factors to explore the governance theory and the new public service theory under the view of multilateral intervention and cooperation(collaborative supply plural) to provide the feasible measures of rural garbage management service, to finally realize the social benefit. Firstly, the innovation lies in the exploration of realized possibilities in collaborative supply. Wenshan city possesses the multivariate supply main body in aspect of rural garbage governance in government, enterprises, the village committee and villagers, but has not yet formed the form between the main body and thecollaborative supply, so that it leads to a lack of supply. Therefore, this thesis discussed the possibility of supply practice implementation through the cooperation.Secondly, the innovation lies in the study of the rich management theory. Although our government adored the theory of more-center management but pluralistic governance mode from the western countries in the Chinese society would be able to get support which needs to test in practice. Through the discussion of multivariate supply to rural garbage treatment can prove the feasibility of the theory of multiple governance in China, rich theoretical connotation, expand its scope of application,further verify theory ’ s scientific quality.
