Research On The Public Service Supply Of The Rural Environmental Sanitation

With the rapid development of our country's economy and the accelerating process of urbanization,the appearance of rural areas in China has undergone enormous changes.With the change of farmers' consumption patterns,a large amount of household garbage is produced,which makes the rural living environment much worse than before.Due to the serious shortage of funds and the farmers' weak awareness of environmental protection,the infrastructure of rural public environmental sanitation is "blank".The situation of rural environmental has not been improved for a long time,which has seriously affected the production and life of farmers.According to the central one document of 2015,we should comprehensively improve the rural living environment.The improvement of rural settlements is a central task for both the party and the country for a period of time,and it is an important part of the three rural issues.This paper takes D Township of H County in H Province as the object.Through a field trip to analyze the functioning of the rural environmental sanitation public service supply mechanism,and to study the behavioral logic and game process of participating parties,to analyze the current situation,problems and causes of rural environmental sanitation public service.This paper attempts to improve the supply mechanism model of the rural environmental sanitation public service on the existing basis.This article is mainly divided into five parts:The first part is the introduction.It mainly t mainly describe the background and significance of the research,comb related to domestic and foreign research review on the environmental sanitation public service in rural areas,and simply summarizes the research methods and research ideas,and finally puts forward the innovation and shortcomings of this paper.The second part is the definition of basic concepts and elaboration of basic theoretical.It defines the three concepts of public services,public service supply mechanisms and rural public environmental sanitation services,and elaborates three theoretical of new public services,cooperative governance and resource dependence.The third part mainly introduces the main body and operation mechanism of rural environmental sanitation service supply.Combining the cases,in the process the public services for rural environmental sanitation,the township government is the policy-maker,the enterprise is the service provider,the village committee is the link between the government and the farmer,the farmer individual is the main consumer.It also introduces the role of each subject in decision-making,operation and monitoring and evaluating mechanism.The fourth part mainly analyzes the achievements,problems and reasons of the public service of environmental sanitation in D township.Through hard work,the situation of environmental sanitation in D township has been significantly improved,the coverage of sanitation facilities has been significantly improved,the awareness of farmers' environmental hygiene has been improved,and the long-term mechanism has been established.However,there are problems such as imperfect decision-making mechanism,unreasonable financing,failure of market mechanism and imperfect assessment mechanism.Those problems are mainly caused by the dual system of separation between urban and rural areas,the mobilized governance under pressure,the lack of financial resources,and the changes in rural governance models.The fifth part proposes some ideas for improving the provision of public services of rural environmental sanitation.It mainly includes establishing the concept of fairness,the value orientation centered on farmers and cooperative governance.We should improve policies and regulations,set up reasonable funding channels and realign township government function.On the operating mechanism,we should establish the policy-making supply mechanism based on farmer demand,the supply mode of multiple subject cooperation and perfect supervision and assessment mechanism.
