Study On Multi-subject Participation In Supply Of Rural Environmental Sanitation Public Service

The construction of new socialist countryside puts forward the overall goal of "production development,comfortable life,civilized rural style,clean and tidy village,democratic management",the report of the 19 th CPC national congress put forward the rural revitalization strategy of "prosperous industry,livable ecology,civilized rural customs,effective governance and prosperous life","Clean and tidy" and "ecological and livable" have become the overall goals of modern rural construction.However,our country has been implementing the dual supply mode of urban and rural environmental sanitation public services.Compared with urban public sanitation,rural environmental sanitation has serious "dirty,disorderly and poor" phenomena in infrastructure,garbage treatment and sewage discharge.In the traditional theory of public administration,the government has always been regarded as the sole supplier of public services.However,with the emergence and development of the new theory of public administration and governance,the traditional theory of public administration has been questioned and challenged.New public management theory and governance theory emphasize that in the supply of public services,we should give full play to the role of government,market and society,and strive to build a new mode of multi-subject participation in the supply of public services.In this paper,using the polycentric governance theory and collaborative governance theory and related basic theory,the methods of literature analysis and field research,analyze the rural environmental sanitation public service multiple subject,understand the rural environmental sanitation public service what are plural,and attempt to for multiple subject role,make each main body understanding and clear their own advantage,and responsibility.Second,B in hainan province town as research object,and understand its environmental sanitation public service and plural subject relationship,the operation mode of multivariate supply,excavated in supply problems still exist in the plural,such as: multiple subject to participate in the supply of coordination degree is not enough,the enthusiasm and initiative is not high,lack of trust,etc,in view of the existing problems cause analysis.Therefore,in the end of the article,the author puts forward some countermeasures and Suggestions,such as establishing the concept of multi-subject collaborative participation,establishing the trust relationship between multi-subject participation,and improving the incentive mechanism of multi-subject participation in supply,so as to promote the realization of the goal of "clean and tidy village" and "ecological livability" in the new socialist countryside.
