The Study On Comprehensive Evaluation Of Safety Culture In Petrochemical Enterprise

Unsafe behavior is still a major problem in petrochemical enterprises. As the introduction of advanced safety management methods,the petrochemical enterprises built up the enterprise safety culture, in order to integrate the safety culture into safety management and to form a good safety atmosphere, then improve the safety quality of staff and improve the overall safety level of the enterprises. During the construction of safety culture, the regular evaluation of safety culture is very important and have practical significance.This paper studied the petrochemical enterprise safety culture indicators and comprehensive evaluation methods based on in-depth study of enterprise safety culture and comprehensive evaluation methods. First, this paper analyzed the concept, structure and contents, functional role of petrochemical enterprises safety culture, and analyzed the relationship between the construction of safety culture and HSE management system, then concluded the problems in the course of construction of safety culture. On that basis, this paper built a more comprehensive safety culture evaluation index system, and this could be used to measure the safety culture through three subsystems(safety material and image culture, safety management culture and safety idea culture) of a total of 44 indicators. Then according to the characteristics of index system and the principle of fuzzy comprehensive evaluation, this paper established the model of petrochemical enterprises safety culture comprehensive evaluation and identified the safety culture of petrochemical enterprises evaluation index weights. Finally, this paper evaluated the condition of construction of safety culture of southwest Petrochemical Company, and got the safety culture class, and proposed improvement measures and recommendations for its weak apartment.
