In economic globalization of today, with the growth and development of Multinational enterprises and increasing frequency of International trade, Resources and production factors are no longer confined in a national and regional. It is generally carried out in the global optimization. Port i as the connection point of land and sea transportation and an important stopover of international resources circulation, play an important role in today's society and economy countries.In this paper, container port resource allocation for research content, is studied with using systematic thinking. By Analysis of domestic and foreign ports in comparison, establishf the relevant factors affecting container port indicator set, use fuzzy comprehensive evaluation method, appraise and analys the various indicators, finally, summing up, get the evaluation capacity of the port allocation of resources for analysis of container port system to find the advantages and disadvantages. the analysis and evaluation is put forward by the Tianjin Port Container Terminal problem, optimization of resource allocation is given a number of conclusions and recommendations, and effectively improve the efficiency of port operations.
