| As the trend of economic globalization goes on. the ports have become imperative guarantees for the development of China's domestic economic and foreign trade. At the mean time, due to the improvement of container transportation industry, container terminal has become a particularly important part of port construction. In recent years, the container terminal of Yingkou Port has experienced a rapid development, both as a hub port of domestic trade for Northeastern China and a newly arisen port putting more efforts to foreign trade. In 2009, its container throughput has broken 2.5 million TEUs, with an increase of over 20%. Thus, the continuous growing business volume and the driving force of regional economy require the container terminal of Yingkou Port for necessary expansion construction, in order to guarantee the lasting progress of the port.To ensure the economical viability of the expansion plan as well as the social benefits, to ensure the project that is not only has advantages for the port itself but also benefits to the regional economic and social development, this paper, with the theoretical orientation of technical economics and project evaluation, combines both the theories and practices, considers both the qualitative description and quantitative analysis, and then establishes the comprehensive benefits evaluation index system according to the characteristics of the port expansion projects, builds a evaluation model using the fuzzy comprehensive evaluation method and through all the above, analyzes and evaluates the expansion plan of the Yingkou Port container terminal., in order to clarify the comprehensive benefits of the expansion project and verify the choice and the implementation of the plan. The thesis is composed of six parts:The first part generally introduced the purpose and the significance of the subject, the domestic and international research development statues of the evaluation theory and method, which leads to the main research content and methods of the thesis.The second part mainly analyzes the internal as well as the external circumstances for the container terminal expansion, and especially, the influence to the container terminal by regional economy and the operation situation of the berth service system have been thoroughly discussed. The third part puts emphasis on the characteristics and conditions of the economic hinterland of the container terminal, through which models are established to forecast the container throughput and the necessity for the expansion is further analyzed.The fourth part proposes the expansion plan that fits the container terminal's development, describes the details of the specific plan, and conducts the technical economic analysis and evaluation according to the data collected from spot investigation.The fifth part establishes the comprehensive benefits evaluation index system for the container terminal expansion plan, uses fuzzy comprehensive evaluation method to assess the plan, from which the outcome has been further studied.The sixth part summarizes the work of the thesis, proposes the conclusion and prospects about the future research work. |
