Flood, on the one hand, is the most serious natural phenomenon for human beings, and on the other hand, is indispensable ecological process for maintaining the ecological balance. Experts both domestic and overseas with various respective are further studying how to use computer technology, virtual reality technology, and GIS technology to predict and simulate flooding in the quick and accurate way. Therefore, the previous simple calculation of flooding must be increased to flood simulation, in order to better study the flood of time, geography, intensity and scope, and provide timely, accurate and intuitive means of image prediction. Dongping Lake in Shandong Province as the study area, this paper further study the creation of network 3D scene,3D scene display,3D scene output,3D flooding process simulation and all key techniques and methods used on the basis of detailed analysis on flooding process.This study, on the basis of unsteady flow theory, analyzes flooding simulation theory. In terms of WebGIS, it uses Skyline development platform, data flow technology, and Ajax web programming language to study 3D visualization for the flooding digital simulation, and constructs WebGIS-based flooding visualization system. The system not only meets the flood calculation precision, satisfies the network transmission with fluency, timeliness, but also solves slow loading and displaying and large memory space taken up for three-dimensional scene. The development and use of this system proves that with the integration of WebGIS and 3D visualization technology, it can realize real-time flooding simulation, achieve network 3D visualization of flooding and its relative flooding analysis, which provides important theoretical significance for the flood simulation, flood management and decision-makings.
