Flood protection is a very important development strategy of Harbin city. In order to ensure the security of Harbin city, the level of flood protection compound decision should be improved. This paper combined the new digital technologies, proposed the goal and the general framework of Harbin flood protection information system. The platform of Harbin flood protection system was constructed by the technology of virtual reality, and which was based on the virtual reality geographic information system (VR-GIS). A two-dimensional hydrodynamic mathematical model of Songhua River flood protection was built. The optimal allocation of flood control project was studied, the reference for the flood protection compound decision and the project optimization of Harbin was provided.The main results of this paper are listed as follows:This paper studied the Harbin flood protection information system, and proposed the general goals of the flood protection information system. The general framework and implementation mentality of Harbin flood protection information system was elaborated by two aspects, including the foundation information platform and the compound decision platform.The key technologies of flood protection digital simulation platform, which based on VR-GIS, were researched. Constructed the flood protection three dimensional hypothesized simulation system of Harbin initially. This paper discussed the key technologies and implementation method of VR-GIS applied in the urban digital flood protection, including the construction technology of 3D virtual scene, simulation database establishment and union inquiry, flood dynamic simulation, and so on. The basic research platform for the digital flood protection system was provided.The two-dimension hydrodynamic mathematical model of Songhua River flood protection was built. Discussed the solution condition of this model. Adopted the main current water surface line computation achievement in the Songhua River's design flood. Beside the individual measuring point, the computation water level error is smaller than 0.1m, satisfies the project concept demonstration the accuracy requirement.Using the two-dimension hydrodynamic mathematical model, proposed the flood protection embankment transformation lines of Harbin City, including: YueTai line transformation plan, YueDong embankment line transformation plan, Menggu embankment line transformation plan, JuYuan embankment line transformation plan, and other independent plans and combined plans. Through simulation, the water level amplitude obtained, which under the different frequency flood stage. The flood-control works optimization has provided the scientific basis. The simulation results of the cement plant relocation plan showed that relocateing the cement plant will obviously reduce the water level in flood season. The water level of 200 year flood will reduce 37 cm, and of 100 year flood will reduce 31 cm.
