These documents indicated the way to solve the energy problem, to change ecological environment is developing the renewable energy vigorously.Our country western region is situated at our country's west, the ecological environment is frail, economic underdevelopment, specially the poor area and the national minority area still rely on the traditional biomass energy, not only the energy efficiency is low, but also causes the environmental pollution and the ecological destruction. However, the western region has the very rich renewable energy resources, these energy is clean and pollution-free, vigorously promote the development of using solar energy, biomass and other clean renewable energy according to local conditions in the western region, not only can solve the problem of energy scarcity in the western region, but also reduce environmental destruction and stimulate economic development. Indeed. Serve multiple purposes. And, the promotion of the western region development and utilization of renewable energy is our country to implement the energy conservation and emission reduction, the construction resource conservation, the environment friendly society's objective request, is our country carrying on the ecology civilization construction and the new rural reconstruction's inevitable choice. This article bases on our country's west, through the analysis of the domestic and international laws comparison, combined with legislation existence problems of renewable energy of our country and the western region, proposes some suggestion to promote the western region development and utilization of renewable energy in our country, and hope that these will give modest contribution to the improvement of the western region of renewable energy laws and regulations.
