With the growth of population, the comprehensive, large-scale rapid development of economic, and the improvement of civil living standards, the water demand of industrial, agricultural and urban residents in China is increasing. However, the shortage and deterioration of water resource is becoming more and more severe; water resource has become a key factor that limit the development of economy and society in China; there has been a sharp contradiction between limited water supply and increasing water demands, this contradiction in urban development is extremely obviouse.Water is an important guarantee for the operation of a city and a necessity for the development of urban socio-economy. With the rapid development of socio-economic, the demand of water in various departments, such as industry, agriculture, services and so on, is increasing. The problems of water supply and demand will be stressed. Water has become a bottleneck in the development of urban socio-economy. The contradiction of urban water supply and demand become is becoming more serious, so that water shortages is getting more common, which has greatly affected economical development and the normal life of urban dwellers. Therefore, the contradiction between urban water supply and demand is the core issue of water resources, and the relationship between water supply and demand is the core problem of water resources. If this problem were solved, the development of economic and civil normal life of a country or region would be ensured. Therefore, the recent goal of the management about water resources is to balance water supply and water demand according to the laws of nature and economy and maintain the equilibrium of ecological system.Firstly, based on analyzing current situation of urban water resources management at home and abroad, this dissertation studies the urban water supply- demand from the point of system science in detail. Secondly, related details collected according to the basic situation of nature, society, and the practical application of water resources in Harbin. What is more, the water quota of various industries, population, macroeconomic and growth at Harbin are analyzed. Based on the analysis, the water demand in the fields of industry, agriculture, environment and daily lives of civil at Harbin from 2010 to 2030 are forecasted. Non-cooperative dynamic game model is used to analyze the relationship between water supply and water demand. Finally, suggestions are put forwards from the aspects of industries, government administration and urban water resources system, with the expectation of solving the contradiction of water supply and demand in Harbin.
