This paper puts forward the complete and systemic frame and method system of urban power network planning through the research of key questions of urban power network planning for changping town .On the basis research summary of key questions of city power network planning, the paper proposes the general evaluation method of power network actuality , in the foundation of the correct appraisal of power network present situation, the paper makes the load forecast according to the future demand of the city power network and politics, economy, climate and so on. In the foundation of the load forecasting, this paper studies the problem of substation locating and sizing. It firstly on power grid planning in some key problems are reviewed in this paper and correct evaluation based on the present situation of grid, starting from known electricity demand, considering the political, economic, and climate factors, the mathematical model for enterprise township of future electricity demand make power load forecasting, according to its actual situation to select the suitable amount forecast method and partition load forecasting method, it is concluded that the future development annual power, load growth data. Meanwhile, the capacity of substation site optimization planning method are studied, and the network structure optimization, reactive power allocation, the power distribution network frame optimization and formulate the future development principles and planning, in the grid investment, operation performance of industrial layout, general and administrative expenses, should determine the number and main transformer substation, and the number of the transformer substation power supply range and substation hail is optimized. Finally, through analyzing the effects of planning, can for making 2011-2013 distribution network planning of changping town provide technical support and reference.This paper also from enterprise power network structure was weak, line contact between less, usually by a single radiation the connection mode of specific practicalities, in the enterprise in distribution network planning formulated a suitable changing power network structure of network programming, medium voltage power supply line gradually from single radiation lines to ring net structure transition, make hair in a circuit fault, its brings the load by others turn for line.
