| There are 36% dangerous reservoir dams among the reservoir dams managed by National Water Conservancy System at present, most of which are earth-rock dams. In order to make full use of flood control, irrigation, water supply and power generation of reservoirs, it is of great necessity to undertake the safety appraisal of reservoirs & dams and the study on harnessing dangerous reservoir dams, especially the earth-rock dams.The dam safety appraisal includes three basic procedures, i.e. dam safety evaluation, technical examination of dam safety appraisal and suggestion finalization of dam safety appraisal. Among them, the dam safety evaluation is the main content of work, while the suggestion finalization of dam safety appraisal is taken as the reference of danger removal and dam reinforcement. The safety of reservoir dams should be evaluated objectively and practically according to the prevailing safety evaluation system and regulations of reservoir dams. On the basis of the finalized suggestions of examination results, the existing problems of dangerous reservoirs can be studied and safe, feasible and economical harnessing strategies can be searched for. In that case, measures against danger removal and dam reinforcement or scheme support can be provided to recover the original functions or status of reservoirs. The main contents of this paper are listed as follows:(1) Introduction to the prevailing dam safety evaluation system, relevant regulations and commonly-used operating manner, as well as discussion on the problems existing in relevant regulations.(2) On the basis of the finalized suggestions of examination results, harnessing strategies are studied and various measures against danger removal and dam reinforcement are elaborated in view of the problems existing in dangerous earth-rock dams.(3) Discussion about vertical impervious treatment technology of earth-rock dams.(4) The example of safety evaluation of Hongchang Reservoir Dam is demonstrated. The measures against danger removal and dam reinforcement are thereby proposed according to the finalized suggestions of this reservoir dam which is categorized to be Third Class. |
