China is a big country in the construction of dams, and earth-rock damsbecome the largest number of all the reservoir dams which have been completed.Safety of earth-rock dams has received more and more attention. In order to find outthe real safety situation of dams, it is necessary to carry on the processing andanalysis of prototype observation data of dams, synthetically consider variousfactors that influence safety of earth-rock dams, and make a complete andcomprehensive evaluation of their states, based on the evaluation results, then takecorresponding measures to ensure safe operation of dams.Least square method does not take heteroscedasticity into considerationin solving the regression parameters. Aiming at this point, the paper makes use ofweighted least square method as an improvement to least square method, andanalyzes earth-rock dams seepage observation datas by using this method. Moreover,considering the actual characteristics of earth-rock dams safety evaluationsystem, the paper puts forward Fuzzy-Analytic Network Process model. This modelis suitable for solving ambiguity problems and uncertainty problems, especiallyAnalytic Network Process included in this model makes the weight more objective.The specific contents are as follows:(1)The paper analyzes advantages and disadvantages of several commonlyused regression analysis methods theoretically, then uses weighted least squaremethod to eliminate the phenomenon of heteroscedasticity in contrast with flaw ofleast square method, and application combined with examples.(2) Analysis of several commonly used multi-index comprehensiveevaluation currently, aiming at the actual problem studied, the paper combines thefuzzy comprehensive evaluation with Analytic Network Process, meanwhileintroduction of "triangular fuzzy number" theory, to structure Fuzzy-AnalyticNetwork Process on the basis of triangular fuzzy number.(3)Using Fuzzy-Analytic Network Process into comprehensive safetyevaluation of an actual reservoir dam, it verifies this method to be rational. At thesame time, the paper compares calculation results of this model with Fuzzy-Analytic Hierarchy Process results, and it shows that Fuzzy-AnalyticNetwork Process has certain superiority.
