Research On The Whole Process Of New Rural Planning And Construction From Organizing To Implementing

With the building of a new socialist countryside sixteenth fifth plenum solemn, and the construction of the new socialistic countryside has played an important roleof socialist modernization in our country.First time,《City and Country Planning Law of the People's Republic of China》issued in 2008 consideres villages planning into the overall system of planning,which established the villages planning law position and made villages planning playing a more and more important role in researching the construction of new socialist in the rural area.With the gradual penetration of the new rural construction, the villages planning is more and more important,however, the whole planning process from organizing and implementing has not aroused public concern and the research and exploration of this aspect was limited. This paper presented an overall view of the whole process of the planning and construction of new rural area from organizing and implementing through the planning and construction of new rural area at Pinggu district in Beijing. Meanwhile, by researching and thinking about the villages planning and construction at home and abroad, the experience and lessons have been summarized up in comparison and analysis and the develop way of villages has been explored actively, which provided reference for government policy makers to continue to push forward the construction of new rural area and a new thought for planning workers in the view and direction of the research on the planning and construction of new rural area.
