Research On Organizing System Of Construction Planning In The Near Future Based On Planning's Actual Effects

With the Ministry of Condtruction's promulgations of"Temparory Measures of Construction Planning in the Near Furture"in 2002, and"Organazition Measures of City Planning"in 2005, it is has been changed greatly about the status of construction planning, which has become a soley-organizing system, and has been practiced and discussed widely in national scope. However, there are many puzzles and problems within it because of lacking time for practicing and juvenility for corresponding organizing theories and means, content, outcome, applying ways and evaluation system, it is still in stages of practice, discussion and exploration. How to organize construction planning of near future efficiently has gradually become a focus which should be discussed and settled in time in contemporary academia.Based on actual effect researches, this dissertation firstly defines the organizing system of construction planning in the near future, and integrates existing planning problems, planning theories and methods, sustainable system of planning execution and planning evaluation system with organizing system. It is suggested that"Organizing System"should include existing problems, theories and means, organizing ideas, contents and outcomes, sustainable system and evaluation of planning and so on. Then, beginning with existent problems in organization of construction planning in the near future, conbined with practical analysis of latest construction planning in the first run, this paper discusses and research farther relative contents of organizing system of construction planning in the near future based on summing up research production of construction planning in the near future.This paper includes s parts. The first part mainly expounds the issue's origin, backround and meaning, definitions of relative concepts, methods and research frame, and analyzes and sums up academia's discussions about construction planning in the near future; The second one sums up existent problems of organizing system of construction planning in the near future from preliminary reasearches, organizing ideas and methods, procedure, contents, planning execution and planning evaluation as well as analyzes their causes; The third one sums up existent city planning theories, and explores new theories and methods farther based on summarization of existent theories and methods of construction planning in the near future; The fourth one sums up existent research fruits of organizing ideas, contents and outcome of construction planning in the near future aiming at existent problems and practical analysis, and makes further research to put forward corresponding organizing ideas, contents, frame and outcome; The fifith one mainly discusses construction planning models in thr near future in different city scales from planning orientation and emphasis; The sixth one discusses sustainable system of execution of construction planning in the near future from technological support, administer appliance, political and authoritative support, and planning democratization; The seventh one researches evaluation system of construction planning in the near future referring to overseas experiences, combining with our country's condtions; In summarization, this paper brings forward iscussingly the concrete frame ensuring to organize construction planning in the near future efficiently.This dissertation, beginning with existent problems in construction planning practices in the near future, probes into organizing system of construction planning in the near future combing with practical analysis. It is hoped that this paper may have certain reference and applying values as to futher perfecting organizing system of construction planning in the future.
