| The 19th National Congress report required that we should adhere to the position of " To prohibit the speculation in the real estate market " and speed up the establishment of a housing system of "multiple supply of housing,multiple channels to protect supply,and rental and purchasing mechnizam both shall be applied",forming a long-term mechanism for the steady and healthy development of the real estate market." Rental and purchasing mechnizam e both shall be applied " includes the housing market system and the housing security system,in which public rental housing is the main form of the housing security system.The data of planning,construction and operation of public rental housing of this thesis is from the official website of the Beijing Housing and Construction Committee and the Beijing Municipal Public Rental Housing Agency.There are36 public rental housing projects have been visited and investigated,including Jingyuan Home,Ma Quanying Home,Qingxiu Home,and Huihong Home,which is used to analyzing and evaluating the planning and implementation of Beijing public rental housing.The research focus on five issues:(1)Research on the construction model of Beijing Public Rental Housing.(2)Research on the palnning layout of Beijing Public Rental Housing Planning and the Problem Analysis.(3)Research and problem analysis of supporting facilities for public service for Beijing Public Rental Housing.(4)Research on the Architectural Design and Construction of Beijing Public Rental Housing.(5)Research on the Operation Management Model of Beijing Public Rental Housing.According to the analysis of this thesis,since the "Twelfth Five-Year Plan",Beijing has vigorously developed public rental housing for the candidate for the3 types houing application,which is refers to the family that has passed the qualification of low-rent housing,affordable housing and limited price commercial housing.The new employees and some migrant workers ’housing security and effectively guaranteed and improvedpeople’s livelihood.However,the construction of Beijing public rental housing has been facing some problems which will limit the long term development,,such as shortage of funds,insufficient supply of land,irrational layout of planning,mismatch of supporting facilities for public services.To sum up,this thesis puts forward some suggestions on the planning and construction of public housing.First,it is important to speed up the legislation on housing security,provide a legal basis and guarantee for the long-term development of real estate to relize the goal of home to live in,and establish the leading role of public rental housing in the housing security system.And to establih the relationship with the common property and commercial housing in the housing structure in our country.Second,in view of the characteristics of public housing policies,the whloe chain of constrution is different from the ordinry hoursing,such as policy guaidence,the long-term development and publicwelfare,it is necessary to improve the Public Rental Housing system from the whole chain of investment,financing,land supply,planning,design,construction,registration of property rights and operation management.Third,to add a new item of public rental housing land in the "Classification of Urban and Rural Land Use in Beijing",which to effectively guarantee the implementation of the long-term development of public rental housing and delicacy management.Meanwhile,to develop and refine the “Standards for Planning and Design of Public Rental Housing" and the "Standards for the Public Rental Housing Construction and accessment",etc.to form the technical standards system specialized in public housing. |
