Currently, the operation mode of the grid has been transforming from hierarchical management mode to centralized control mode. For this reason, the regional grid dispatching center can obtain various alarm messages from all substations timely, comprehensively and exactly. In an abnormal state, the abnormal and fault messages provide a necessary data basis for grid dispatching assistant decision algorithms implementation. However, the existing EMS systems hardly have any analysis functions on alarm messages. When power grid is in abnormal state, the alarm messages which are generated by electrical equipments need to be manual handled. Furthermore, when power grid fault do happens, the EMS systems can not play an important role in fault diagnosis and fault restoration.In order to overcome the above disadvantage, an Intelligent Expert System which processes all alarm messages from the regional Grid Dispatching Center is designed and developed in this paper. The system receives and identifies alarm messages from dispatching center, finds out and deletes the false alarm messages and then estimates the current state of power grid. If there is no fault but some abnormal warning information is generated by electrical equipments, the system analyses the abnormal warning information and suggests corresponding measures that dispatcher should take. If some fault has occurred, the system classifies the alarm messages and provides the necessary information for fault diagnosis after further processing.After the Intelligent Expert System is completed, the defects of the current EMS which can't deal with second alarm information comprehensively will be made up. At the same time, the establishment of the system can also improve the quality of surveillance, and make the supervisory personnel may judge and deal with abnormal situations more quickly and accurately. In addition, the system also provides essential information for fault diagnosis.
