Research On The Supervision Of Hazardous Materials Transportation And The Emergency Layout Of Pollution Prevention In Yangtze River's Main Line

With the rapid development of our economy, the Petroleum, chemical engineering, energy, town fuel gas as well as transportation along Yangtze River show rapid growth, the water transportation of dangerous goods across Yangtze River also increase substantially; meanwhile, because the freight of dangerous goods possesses great volume, economy, environmental protection and low transport costs, in addition to the advanced through transportation of all main route and branches across rivers and oceans, the number of ships and docks used for dangerous good transportations bumps up. However, the water transport of dangerous goods is different from general overland freight, with characteristics of heavy volume, wide variety, complex feature, once there are accidents, they are not only paroxysmal, likely to quickly diffuse and have extensive influence, but also very difficult to implement rescue and repair the environment. So it is necessary for us to enhance the supervision and administration of the water transport of dangerous goods along Yangtze River, strengthen the awareness, and improve the capacity to meet emergencies, and try our utmost to avoid environmental pollution accident.According to the statistics about the status of dangerous goods transportation and the accident of dangerous goods shipping in Yangtze River, combining with the actual situation and characteristics of the supervision and management process of dangerous goods transportation in Yangtze River, and on the basis of the fully application of risk management theory and the Yangtze River Maritime Safety Administration "4R" safety control mode, this paper scientifically and rationally presents a control measure about the Dangerous Goods Transportation Management risk. Through the analysis of pollution accidents, as well as emergency response capabilities and needs, and in reference to the configuration criteria of the Ministry of Communications oil spill response equipment,this paper presents a plan,which is adapted to the ship pollution prevention of dangerous goods emergency equipment configuration in Yangtze River Marine Council area.From the perspective of traffic accidents, the risk of The Yangtze River Transport of Dangerous Goods regulatory can be attributed to four elements, which are "personnel, ships (goods), environmental management. In order to avoid and reduce the occurrence of traffic accidents of dangerous goods ship, we must control personnel, ships, environment, management and other factors and effectivelly coordinate the relationship between them to prevent accidents. Thus, the risk control of dangerous goods transport management could be propose a solution in four areas:human factors, shipping factors, environmental factors, management factors; Ship pollution prevention of dangerous goods emergency equipment configuration in Yangtze River including emergency device configuration standards and configuration, Proposed medium-sized, small devices equipped with the standard library from the three levels of anti-fouling of ships emergency system configuration.The research findings of this essay are beneficial to promote the management of dangerous goods shipping in main route of Yangtze River, improve the layout for meeting emergency and preventing pollution. And they're also of great importance to perfect the commanding and handling ability of maritime affairs, and enhance anti-pollution and meeting emergency ability for dangerous goods transportation in Yangtze River.
