As is known, the sea is the cradle of human. Since ancient times, the ocean provides abundant resources for the progress of human society and the development of the global economy. As one of the most common, economic and efficient transport mode, transportation by sea is generally accepted by human. Almost80%of the world’s foreign trade transportation is proceeded on sea, so we can say that transportation by sea made great contribution for the world’s economic and trade exchanges and social progress. With the rapid development of economic in Fangcheng port, the major projects, such as Wisco, nuclear power, Jinchuan non-ferrous metals smelting works.etc., are settled down in Fangcheng port one after another. As the foundation, transportation by sea is playing a more and more important part on the fast development of economic in Fangcheng port. With the rapid increase of import and export ships and cargo amount, the economy of the port becomes more and more prosperous, but we have to notice the pollution proplem going with the development of the port. During the management of ships, due to the properties of the ships, the risk of sailing on the sea and the management leak of the corporation, lots kinds of pollution incluing oil pollution, toxic chemicals pollution and sewage pollution, ballast water pollution, garbage pollution, air pollution and so on occurs and contaminates the local atmospheric and ocean environment by different degrees, and this situation raises the attention of the social people from all walks. Considering Fangcheng port is looked as a comprehensive port in Beibu gulf, and the types and sizes of ships in the port are various, so the situation of preventing pollution is serious, and how to prevent polltion effectively becomes an important issue which affects the industrial and agricultural production and economic development in Fangcheng port greatly.Considering the situation of the pollution prevention management in Fangcheng port and domestic and overseas theories of pollution prevention management (including government intervention theory and safety management theory, etc.) and practices, this paper gives study contents and conclutions. Firstly, the ship pollution types and reasons in marine environment and the harm to the environment, human health and economic, and the basic situation of wharf, ships and cargo in Fangcheng port are introduced. Secondly, through the conditon of emergency response resources and team, the present situation, achivements. problems and reasons of pollution prevention management in Fangcheng port are analyzed. Lastly, considering the complex port conditon, various ship types, lots of substandard ships, numbers of crews ignoreing pollution prevention, domestic and overseas theories of pollution prevention management and my profession knowledge, some suggestions about pollution prevention management which will reduce the risk of pollution, improve the pollution prevention management, guarantee the clean Marine environment and safety of people’s life and property are made.
