Research On The Measures Of Maritime Supervision On Dangerous Cargo Container Transportation In Yangtze River

In recent years,dangerous goods transportation accidents are common in China,which not only cause damage to cargo ships and personnel,but also seriously damage the environment along the way and cause a certain degree of pollution.Therefore,people pay more and more attention to water transportation accidents.As an important factor affecting people’s life cycle,the transportation of dangerous goods is mainly because it often crosses rivers or densely populated areas.Once an accident occurs,it will not only cause a large number of casualties,but also cause a large area and long-term pollution to the environment,and bring huge economic losses to the whole society.Since the eighteen Party Congress,the Party Central Committee with Comrade Xi Jinping as the core attaches great importance to the construction of socialist ecological civilization,and the construction of ecological civilization has also been deeply rooted in the hearts of the people.Therefore,the public and the media are very sensitive to such incidents and,to a certain extent,easily lead to social instability.For example,the transportation accident of explosive dangerous goods will not only cause serious damage to the roads,tunnels and bridges on the transportation route,but also lead to the paralysis of the transportation route for a long time.At the same time,the explosion may also cause a large number of casualties and property losses.The leakage of highly toxic and harmful substances into the water of the transportation route is easy to cause the pollution of water resources and bring adverse effects on the production and life of the area.In addition,in the context of violent crimes and terrorist attacks,dangerous goods have become potential targets of terrorist attacks because of their special dangerous characteristics.Once a terrorist attack occurs on a cargo ship carrying dangerous goods,the consequences will be difficult to consider.In addition,the dangerous goods transportation system is characterized by high openness to the public,large flow,long operation line,wide coverage and great difficulty in anti-terrorism.Therefore,how to strengthen the supervision and exploration of the transportation of dangerous substances is not only a forward-looking theoretical problem,but also an objective and practical need to ensure social stability and the safety of people’s lives and property.Based on the above background,significance and importance,this paper takes the maritime administration of the Yangtze River trunk line as the research subject,and takes how to supervise the transportation of dangerous goods containers in the Yangtze River trunk line as the main research direction.Based on the literature search method and experience synthesis method,this paper makes a series of studies,and analyzes the current situation of China’s sustainable development in the field of monitoring the container transportation of dangerous goods in the Yangtze River trunk line according to the characteristics and water pollution forms of the container transportation of dangerous goods on board ships.The main focus is to analyze the current supervision of dangerous goods transported in containers along the Yangtze River,including the administrative department’s management system,monitoring mode,efficiency,technical means and the laws and regulations on the participation of social enterprises.In addition,according to the best practice of Western industrialized countries,using the theories and methods related to public choice and public safety management,this paper analyzes the reasons for the relatively insufficient transport rules of dangerous goods along the Yangtze River in China from the aspects of laws and regulations,management services and social enterprise participation,and puts forward appropriate countermeasures,And then it helps to improve the control system of container transportation of dangerous goods along the Yangtze River.It also combines the monitoring situation of inland waterway transport of dangerous goods in some foreign industrialized countries,and puts forward more reasonable suggestions according to some foreign best practice methods,so as to help improve the laws and regulations for the management of container transport of dangerous goods and the methods for inland transport of dangerous goods.
