With the development of world economy, the shipping industry cut their ships'cost of management and operation short for their subsistence and development. Moreover, most shipping companies compress the ship's crew which does not violate international convention under the premise of the minimum standards. Information from all sides indicates that crew fatigue phenomenon on duty is deteriorating, this phenomenon has become one of the most threaten, the whole world has pay more attentions than ever before on the fatigue of the crew. Then, an accurately determination method of duty officer's fatigue that appear in advance the time and degrees of fatigue, timely warning to reduce the sea accidents which triggered by the fatigue of duty officer and cut down casualties and economic loss, not only has important theoretical significance, but also will have a significant social value and economic value.This paper on the basis of analyzing the driver fatigue, pilot fatigue, athletes fatigue and other industries'human fatigue evaluation methods, combining the characteristics of duty officer's duty, by analyzing the cause of the duty officer fatigue factors, the duty officer fatigue evaluation index system including job factors, the crew's own factors and environmental factors were established. To establish the duty officer fatigue evaluation model by using the fuzzy mathematics method under MATLAB fuzzy logic toolbox. The model evaluates the degree of the duty officer's fatigue. The rules in the fuzzy inference system can solve the problems of uncertainty and subjectivity in the data in a certain extent.Finally, this paper will put the model into use on an optional duty officer to verify the feasibility of the model and analysis the result of the evaluation.
