Competence refers to a kind of comprehensive ability of distinguishing workers'performance,which is one of hot issues in recent years and is also one of the frontier problems about theory and practice of human resource's construction.Operational level officer,who is the assistant of the captain,is responsible for the mostly sailing tasks and cargo operation missions.It is sociality,variability,dynamics and complexity when implementing operation level officer employment system.There are so many factors involved in the process,including mentality,society,economic and business,which are interrelated to each other and affected by each other.These factors can possibly affect the result of employment.To ensure the navigation security and reduce the risk of employment errors,it is expected by the shipowner company to establish an examination and evaluation system of sailor competence which can be used in the interview examination and evaluation and hierarchical management.Firstly,according to the STCW convention and relevant laws and regulations at home and abroad,based on excellent features of the officer in operational level,we analyze the position of the officer in operational level.Combining with the practice of navigation,we can conclude the elements of competency required of these officers.Through the analysis of the importance,reliability and validity and clustering of these elements,the index system of evaluating the competence of officers in the operational level is determined.The system is used in the interviewing evaluation and hierarchical management of operational level officer.Secondly,by using the fuzzy optimization theory and fuzzy classification theory in variable fuzzy set theory to verify the test samples respectively,The operational level officer competency evaluation index system is applied to the employment and hierarchical management of operational level officer through variable fuzzy set theory.Finally,the ten test samples of a shipping company were used as examples to verify the application.Research shows that the operational level officer competency evaluation index system can standardize the interview procedure of the officer in the operational level and can better distinguish the competence of the officer in the operational level.The system is simple to operate and can indeed meet the needs of shipping companies for interviewing and hierarchical management of operational level officer.
