In order to strengthen the control over safety of hazardous chemicals, to reduce the frequency of transportation accidents due to dangerous chemicals in urban area, and to guarantee the people's life and property safety, a safety evaluation index system is hereby established.Based on the analysis of 192 transport accidents due to hazardous chemicals in China, referring to scientific achievements of domestic and foreign researches, factors that affect the road transport safety are categorized and a safety evaluation index system is set up. Meanwhile, the Entropy power coefficient France, expert marking methods and principles for determining all levels of assessment weight and establishing the comprehensive evaluation model are adopted.In addition, the safety evaluation system for road transport of hazardous chemicals including accident indicators, risk indicators,5 A-level evaluation indexes and 11 B-level evaluation indexes has been applied to the safety assessment of road transportation of hazardous chemicals. It makes road transport safety of hazardous chemicals of Liaoning province for example and proves to be practical and productive. All the factors mentioned above offers the countermeasures for ensuring safe transport of dangerous chemicals.
