The uneven oil distribution and needs of economic development on oil make maritime oil transport a necessary. It brings economic benefits to people. Meanwhile, marine environment is threatened. With the raising of consciousness of environment protection, more focus has been paid on the damage to marine environment due to tankers'oil spill at sea. Risk assessment criteria for tankers'oil spill in environmental FSA aims to provide reference standards for risk assessment and furnish basis for risk management and risk decision-making.First, basis theory and development of risk acceptance criteria have been reviewed, and various stages development of risk assessment criteria for tankers'oil spill is analyzed. In the third chapter, relation between cleanup cost and the amount of oil spill is discussed. The research is based on large quantities of historical oil spill data. To derive relation between cleanup cost and the amount of oil spill based on a more comprehensive database, the study combines the IOPCF, Norwegian and the United States databases, and relation between total cost and the amount of oil spill is derived on the basis of the rate of total cost and cleanup cost. Then the FT curve is established based on statistical analysis of oil spill from tankers. Majority of accidents are collision, grounding, fire/explosion, contact and so on, and the quantitative risk assessment criteria of tankers'oil spill based on ALARP principle is set by three different methods, and the ultimate standard is proposed. The next, an example is taken by quantitative risk assessment criteria for tankers'oil spill established in this paper and based on the study of consequences and frequency of oil spill, the quantitative risk assessment on risk state of tankers in the example is conducted.In the end, the paper summarizes the conclusions of the study, analyzes the deficiency in it and gives the view of the aim of the research, hoping that more scientific and reasonable risk assessment criteria for oil spill can be found in the future studies.
