Along with our country's rapid economic development and the improvement of highway network, the demand of road network planning are becoming more and more important, traditionally road network planning focused on road network layout method, are emphasis on network traffic demand analysis and prediction, network multilevel configuration layout optimization theory weak and has many existing problems in the application, though it is still used, but it is network layout but not multilevel configuration optimization, makes the network planning are not comprehensive, objective reflection of the builders and user's requirements road. In addition, the blindly of the new construction, expansion projects, caused serious waste of road resources and road facilities. Therefore, this paper proposes multi-objective optimization method for highway level configuration, is designed to help policymakers in road traffic planning make well decision, reconstruct comprehensive consideration of the builders and user demand, make scientific highway network planning method system, for direct the highway rebuilding project construction, which make the arterial road network in China in the new period develop much better and faster.Based on the successful road network level configuration optimization model already existed in the international world, which target at the best accessibility, the best fairness, the most reliable and stability, the least energy consumption and the biggest the average technology level of road network, This paper constructed configuration the arterial road optimization nonlinear programming model, the model definite network accessibility means all regional nodes weighted accessibility (one regional node accessibility means the ratio of this node and every other nodes'transportation quantity and the function of the generalized travel costs, network fairness means the 20% regional nodes with the worst accessibility of the population of weighted accessibility, network stability means the increase cost of generalized transportation after for sections of road system failure, energy consumption means vehicles produce fuel consumption with the average speed provided by the network. This paper solves the model though the Evolver genetic deductive method, and takes guanzhong - tianshui economic zone arterial highways level configuration for example, under the restriction of 150 billion fund, this paper gets planning area arterial highways optimization results, and argues that the economic zone needs more 85 kilometers BinXian~fengxiang planned road would be constructed, more 415 kilometers ZhaShui~shangluo and 3 others planned roads would be constructed, more 341 kilometers BinXian~tianshui, tongchuan~meilong planned road would be constructed, more 214 kilometers BinXian~ChangWu and 3 others secondary highways would be rebuilt to freeway, more 702 kilometers xian~CaiGuPo and 8 others road would be expanded (increase two lanes), more 83 kilometers LiQuan~BinXian road would be expanded (increase two lanes), more 61 kilometers project in yangling~fengxiang tertiary highways would be rebuilt to secondary highways, the optimized structure meets the traffic rules and satisfy the highway development the gradual goal of new period in China.
