In recent years, China auto output substantially grow, in 2010, China auto production is more than 18 million, ranking first worldwide production and marketing. Among them, the passenger car production increased by 25.14%, truck production rose 30.47 percent. Highway passenger traffic grow trend of the explosion, which led to a sharp increase in highway traffic, increased highway network traffic load.In the background of the state increase infrastructure investment, highway mileage grow steady. As of 2009, total mileage reached 3.8608 million km, of which freeway mileage reached 65,000 km, ranking second in the world. However, the highway network exists problems of low technology grade, low density, low service level, leading it fails to meet the needs of automobile transportation. Under the existing highway conditions in order to improve highway traffic safety and service level, to promote smooth highway traffic fully meet the requirements and reduce the transit time of highway users, significantly the existing highway network need a scientific and reasonable transport organizational planning. For the study of the regional highway network, this paper consider the highway network node traffic planning, highway traffic organization planning, local network traffic organization planning and macro traffic organization planning.In the first part, this paper describes basic theory of the highway network traffic organization planning. Firstly, it propose the definition, content, principles and new ideas of traffic organization planning, and then draw a clear line of highway network traffic organization planning by the urban road traffic organization theory, and finally analyses the relevance theory. The second part is the micro view of traffic organization planning, in the part of node traffic organization planning, firstly, highway network nodes are classified, and then analyze the nodes functional position in the highway network, finally proposes the organization way of node traffic flow control, drainage of the crossing, intersection signal control and traffic organization around the island. In the part of highway traffic organization planning, it describes organization methods in the highway speed, the auxiliary lane organizations, highway intersection safety spacing. The third is traffic organization part of local highway network and macro, the local highway network part contains two aspects:local highway network guiding information systems design, traffic organization of black-spot. The macro part organizes mainly from three aspects, it includes motor vehicle growth rate control, freeway" separation of passenger and freight" organization, economic regulation and toll organization. The fourth part is the evaluation part, in order to ensure the effectiveness of traffic organization planning method, this article selects the typical index in the node, the highway and the local highway network, then determines the grading criteria of each index and establishes the fuzzy comprehensive evaluation model.
