As the basic industry, transportation is important for national economic and social development. Since the reform and opening, the transport infrastructure have developed rapidly, and integrated transport network have been expanding. At the meantime, the network layout and structure have been improved, the level of facilities and equipment greatly improved and transport capacity significantly increased. But on the whole, our country comprehensive transportation system still can't adapt to the national economy and social development needs, there exists many problems. This paper attempts to dig and study the problems of the development of transportation system from the perspective of the evolution process of comprehensive transportation system so as to better guide its future development. As the basis for the operation of an integrated transport system-infrastructure systems, its development level has a vital role in the an integrated transport system. This article selects the subsystem to make evaluation studies, in order to reveal the short board of the development process of comprehensive transportation system, and then provide the basis for its development decisions.Based on system theory, traffic engineering, economics, transport economics, engineering economics, financial management and other disciplines of knowledge, adopting the systems analysis, qualitative analysis and quantitative analysis and other research methods, under the guidance of the black box theory, this paper makes the preliminary study evaluating theory on the infrastructure of an integrated transport system. The paper starts with defining the specific content of comprehensive transportation system and infrastructures and reveals the internal mechanism of the development of integrated transport system infrastructure, putting forward the construction level and operation level reflect the comprehensive transportation system infrastructure development level. And under the guidance of this mechanism, the paper analyses the input factors which includes the land occupy input, construction fund input, repair and maintenance input and operation and management input, and the output factors which consists of traffic capacity by using the input-output theory of economics. Through the research above, from the perspective of volume and economy, this paper presents the core index, "unit service transportation capacity cost", and then constructed the comprehensive transport system infrastructure development evaluation model. The assessment model can reflect the development level and adaptability degree of the integrated transport infrastructure from "economic" and "technical" point of view. The paper provides a new research perspective for the assessment of integrated transport system.
