| The urban road transport is the skeleton of city traffic, which is the major media to achieve the urban functions. The fundamental way to solve urban traffic problems is to establish a rational way based on the level of gradation, the key is the level of optimization. Improve traffic network and road transport capacity can be effectively relieve congestion on the fundamental phenomenon, while, linking the various city organic. At the same time, optimizing the existing hierarchical structure of urban traffic; eliminate the hierarchical structure of network traffic caused by unreasonable difficulties, and improving urban road traffic system; clarify the function of various grades of road division, the function of adjusting the structure of urban roads; establishment of urban expressway network, improve main roads and secondary roads, to maintain a rapid way, the proportion of main roads and secondary roads and coordinated development, is the only way to play to the entire transport system functions fully, and became a reasonable social, which, benefit the economic and environmental.This study is based on the urban street network system, describe the level,hierarchy,the main line of the thesis in more detail. Identify the main problems of road construction as the status of the road network in Changchun, and then, make some suggestions. And through the road network of Changchun, based on the analysis of supply-demand balance, establish the road grade proportion model, make recommendations for the governance of traffic congestion.Chapter seven, the summary and outlook.
