In recent years, the traffic problems in our city become more and more serious, along with the city size and population scale expands day by day, the traffic problem has gradually spread to small and medium city.City traffic construction, improve the efficiency in the process of urbanization is the essential condition of city traffic system, as a key component part of city road network, plays an important role in the city area traffic flow collection and evacuation of the road network, so a reasonable structure is fundamental to the efficient functioning of the city and sustainable development. Study on Valley City road network problems currently account for a large part of the city the number and proportion of very few, and many scholars in the face of city planning and city planning road network in the field of Valley City road than the heavenly stems and Earthly Branches "beyond the city road design standard" traffic index out of place, "standard" index is generally the applicability of this problem put in front of us.In this paper, the road grade as the main line, is divided into three parts to study the problem.The first analysis of the current situation of small and medium-sized city traffic and transportation problems; the characteristics of resident trip and trip distance distribution characteristics were described; through the study of the adaptability of small and medium-sized city road network, the different forms of road network layout planning based on the point of view, based on the research of traffic network: for the problems of small and medium-sized city, the key point is to establish scientific and reasonable road grade proportion. The second part establishes and analyzes the small and medium-sized city road network capacity and traffic demand model in detail, and proposes an improved support vector machine(PSO-SVM) for the trip mode structure prediction is feasible, and then the distribution curve fitting to existing data; introduces and discusses the general city road network model, the model for the lack of gradation of Valley City. Then, analysis of the valley city space of city characteristics and traffic characteristics, as a starting point to establish the trip distribution distance of the city main road traffic sharing model and the road traffic order within the groups of different travel traffic sharing model based on gradation, and then calculate the Valley City road network grade proportion. Finally, taking Dingxi city of Gansu Province, Anding District as an example, using the above two models, combined with the Matlab software, obtained 2020 Dingxi city planning city road network grade two program, and then use the analytic hierarchy process, first of all the factors in the evaluation of grading quantify and evaluate the rationality of the two schemes, the results of evaluation analysis and comparison of the feasibility of the model.
