Many domestic and foreign experts have make certain research on the navigational environment and safety assessment of port, and obtained some valuable research results. However, most of these studies are based on certain single objective evaluation of navigational environment. To maintain systematic safety of navigational environment in Tianjin Port, a new method of evaluation, with full consideration of influence to navigation safety by port environmental conditions and shore-based support system, is used to solve the issues and risks of navigational safety in Tianjin Port. A safety evaluation model of navigation based on catastrophe theory is established in this paper, the model is developed from traditional evaluation models, and it can maximumly reduce the influence of subjective factors on the evaluation results, and improve the objectivity of the evaluation results.From the perspective of navigational environment system, based on intensive study of literatures and related research, factors that affect Tianjin Port navigational safety are identified, navigational safety evaluation parameters are selected, then a comprehensive safety evaluation system of navigation based on the characteristics of Tianjin port established. Furthermore, by comparing and analyzing the recent evaluation methods of navigational environment, the comprehensive evaluation method based on the catastrophe theory is choosed in this paper; and a navigational safety evaluation model based on the catastrophe theory is established this paper, and by applying it in Tianjin Port, some results and conclusions are obtained. With the analysis of the results and conclusions, the main problems and potential risks that affect navigational safety of Tianjin Port are identified, and effective security measures are brought forward.The navigational safety evaluation model based on catastrophe theory and its application to the navigational environment and safety assessment in Tianjin Port is innovative attempt in this field, and it enriches the systematic theory of navigational safety evaluation. The evaluation method is simple and easy to be carried out, for it does not need to give weight of each of the parameters, instead, it just needs to sort the evaluation parameters of the same kind and same level in terms by their significance in the evaluation model. The evaluation results are proved to be objective and accurate, and it shows that the new method is reasonable and worthy of further studis in this area.It is of significant value that a new navigational safety evaluation model based on catastrophe theory is proposed in the research, and the effective security measures to solve the main problems and the risks of Tianjin Port is also of practical significance to maintain good order of navigational environment, promote the sustainable development, and ensure the navigational safety of Tianjin Port.
