In recent years, there is a series of human reliability research done among departments respectively in aeronautics and astronautics, military industry, nuclear and chemical industry. And certain progress has been made. Human Reliability Analysis, HRA, can be a method for evaluating human may-be mistake effect on the normal performance of human-machine system. Traditional human reliability research is generally subjected on the operating human. While, this article stresses on analyzing the characteristics of design check action, design review action and the design process of electric power projects and all the human behaviors affecting design reliability in reference of traditional theories. And on a basis of mathematical statistics analysis of sample data, this article demonstrates and gives the human reliability theory fit for power plant project design progress, which helps analyze, predict, decrease and even avoid human mistake making risk in the power plant design process to provide high reliability of design drawings.The achievements of this work include:the basic concept of rate of absolute proof, proof relative rate of volume length, the number of errors, missed number and the school rate are analyzed by drawing on traditional probability theory, a Poisson distribution based reliability model of the design drawings is established; the regression models dicribing the relationship between the person's age and leakage rate, the number of proofreading errors and leakage rate are eatablished, The numerical example proposed the initial concept design portfolio optimization and a electrical engineering cognitive model for the designer by drawing on the SOR (stimulus-Organization-reaction) cognitive model.Thesis research work has a certain theoretical significance and practical value. The cognitive models on how to approach the process of identifying all the designers's errors's risk, identify the direction of continuous improvement, develop continuous improvement measures to improve the design management system, improve reliability, reduce design risk, are pending further study...
