Line inspection is a very important basic work to ensure the normal operation of the power equipment, however, line inspection mobile terminals have limitations in processing performance, memory, resolution and storage capacity and power consumption, but the inspection business needs to process massive map data, in order to resolve the contradiction between the mobile terminal performance and the large scale data, this paper analyzes advantages of the Mobile SVG and Java ME in the mobile GIS, and proposes a Mobile GIS line inspection program based on Mobile SVG and Java ME. The program generates SVG documents by GIS server, organizes Mobile SVG map data by sub-levels and subblock, and compresses SVG files by GZIP compression method, reduces amount of data transmission, and makes full use of Java ME platform's support for resources limited equipment, using HTTP protocol to complete communication between the client and the server, establish network connection, access server-side resources, access SVGT map files and XML files, upload and download inspection data and other functions. The program develops GPS positioning module by using WTK2.5 simulator, and completes the SVG documents or XML properties file parsing and realizes map real-time display and browse and zoom and roaming in the terminal screen, the picture is clear, and does not ambiguous because of amplification. The program stores recently used figure blocks in the local to avoid repetition data download by using the Java ME local storage function (RMS).The system completes short message communication function by using JSR205, the mobile client can interact with the server in real time, and transmit location information and report inspection. The system makes up the low memory defect of mobile terminals, improves the data transmission efficiency, ensures the clarity of the map, ensure the arrival rate of inspection personnel,and improves the inspection quality.
