With the development of computer art and it applying to broad carrying out to a field, the art produces far-reaching effect not only on the human production and living, but also on people's style of working. The technology of GIS develops depending on the progress of computer software and hardware. GIS is on the rise in our country later, but develops with brilliant prospects. GIS has extensive use in electric power branch, makes enormous contribution to the development of electric power cause and giving people a good supply of power. Embedded Operating System makes GIS having a potential application on intelligence equipment.This paper supplies a detailed analysis and study about the mobile inspection system applying in electric power branch. The system using mobile equipments, such as PDA, popular technology of mobile GIS, is specially aimed at electric power branch. In this system inspectors can work outdoors with PDA. PDA has electro map including power equipments and geographic equipments, with GPS receiver receiving satellite signal for fixing the equipment's position, makes inspector finding equipments quickly in mountain area with bad natural environment, supervises their work.This project is based on Windows Mobile 5.0 platform and Microsoft.NET Compact Framework. On the PDA, we use SQL Mobile database to make sure the system flexible and mobile; use the CF style of GPS receiver which could provide accurate WGS-84 coordinate and be easy to carry about; the technology of mobile GIS is deep development on the platform OnDemand according to the need of electric power branch.The design of the system makes use of nowadays popular design patterns. The whole system uses MVC pattern and splits up into model, view and controller, so designers can concentrate their efforts on studying model, and the system is also easy to manage. In the module of inspecting, system uses Observer design pattern to satisfy its function and reduce its coupling and make sure every object having loose relationship with each other.Finally, this paper gives an objective performance analysis to the system, points out the problems that should be noted and the aim for improvement.
