With the increasing occurrence of construction accidents in Tunnel and underground construction, people at home and abroad pay more and more attentions to risk of the construction in the tunnel and underground engineering. Aiming at the characteristics of tunnel construction, this paper makes a study in tunnel construction risk definition, risk identification, risk assessment and risk response, which is of significant importance for research on the risk management of tunnel engineering.Secondly, the paper selects as case study Xia-Rong Highway Sha-Jing street tunnel, an important project of the Xia-Rong Highway with large investment, long construction period, and complicated natural environment; moreover, facing the great challenges of complex geology, hydrology and weather environment, the risk is then concentrated during the period of construction. The project includes four parts:tunnel cutting, initial supporting and secondary lining, waterproof and drainage construction of tunnel, monitoring measurement of tunnel construction. Finding out main construction risks through safety check list method and expert investigation; on the basis of it, construction risk factors index system is established. Then expert evaluation method, Analysis Hierarchy Process and fuzzy comprehensive evaluation method are respectively used to evaluate risk of single part of project, single-factor risk and entire risk. Conclusions are obtained for cross polarization. It is found that: initial supporting, tunnel cutting and waterproof and drainage construction of tunnel belongs to third level risk, and measures should be taken to reduce and transfer the risk; secondary lining and Monitoring Measurement is medium degree risk, of which we should strengthen risk control and management; the risk of the whole tunnel project is very high.Finally, from the perspectives of the constructors, engineering management and the project construction organization design, precautionary measures against the main risks during the project construction are proposed for proprietors and contractors to better understand and command the potential risks during construction so as to implement risk management effectively and reduce the risk.
