According to the “13th Five-Year Plan for Transportation” announced by the Ministry of Communications in 2017,the Ministry of Transport proposed to speed up the construction of expressways within the “13th Five-Year Plan”.To achieve this goal,the country will build 27,000 kilometers of expressways in the next five years,according to the cost of 90 million yuan per kilometer.During the “13th Five-Year Plan” period,the country will invest 2.4 trillion yuan for highway construction.Obviously,this scale The investment alone depends on the government's public financial investment can not be achieved,therefore,the PPP model came into being.The PPP model combines the government's policy support capabilities with relatively abundant social capital,advanced management models,and rich management experience.In addition,China's theoretical research and practical application of the PPP model are not mature,which may cause project risks.The risk management problem has always been the project.A focus of common concern of the participants.Based on the analysis and summary of theoretical research at home and abroad,this paper starts with the basic concept of highway project risk in China,firstly defines the concept,main classification,characteristics and risk of PPP mode and the meaning.The characteristics are briefly introduced;the risk of highway PPP project is analyzed and evaluated,and the main characteristics of PPP project risk are explained.Finally,the PPP project of Nantai Expressway is taken as an example,The risk category is constructed,and the risk factor set is constructed.The risk evaluation model is established by using the analytic hierarchy process and fuzzy mathematics method.According to the results of the judgment matrix,the risk level and level of the instance are obtained,and the project risk that needs to be controlled is summarized.Several countermeasures were proposed to provide reference for the research of security risk management of similar projects in China.
