This paper mainly focused on analysis of the development of bicycle transportation, sorting out the function of the urban road, network planning and cross-section planning design for non-motorized vehicle-centered road, traffic management based on the level of service (LOS); then through a case application indicated that the feasibility of non-motorized vehicle-centered road.Based on the implementation of the bicycle-centered road has practical significance on promoting the development of bicycle traffic and green transport in our country. This paper compared by the development of the bicycle traffic both China and abroad:when many countries abroad through a lot of encouraged measure to promote the development of the bicycle transport, in our country some cities reduce bicycle lane land at large-scale, which caused the development of bicycle transport gradually atrophy. Through the development experience of the domestic and international bicycle transport, we can find that good conditions of the roads are the basis of the development of the bicycle traffic. The paper incorporated the pattern of mixed land-use in our country, and pioneered the research idea for bicycle-centered road.This paper analyzes the relationships between the classifications of urban road function and the domestic level 4 road classifications. Based on the bicycle-centered road, constructing three different types of road network. Analysis the method and layout plan of parallel roads by the bicycle-centered road. Based on the accessibility of the non-vehicle and vehicle in road network analyzed the rationality of bicycle road network method.Base on the basic forms of the urban road cross-section, proposed the road cross-section forms which are suitable for the non-motorized vehicle-centered road. Based on different motor lanes and the forms of partition between the automobile and non-motorized, designed the cross-section of the non-motorized vehicle-centered road, the analyzed conflicts in different forms and traffic signal phases.Based on the probability of non-vehicle and vehicle at intersection conflict, took the bicycle traffic as the main factors in the signal timing method. Based on road capacity and LOS, analyzed the method of traffic management of the conflict on the intersections, as a method to judge whether the non-motorized vehicle-centered road is feasible.Finally, by choosing an area local road network in Shanghai as a case application to research. On one hand, made the abstract planning theory in the previous chapters have realistic operability, on the other hand, through the application study confirms the non-motorized vehicle-centered road can be implemented.
