| At present, with the high-speed of Chinese economic development and motorized transportation, the small towns which are contact with urban and rural areas gradually are developed, but the freestyle development mode of small towns has brought many problems. Like the city, traffic problems, particularly traffic "chaos" and "blocking" problem have become the big problem which is urgent. The reason is mainly the road system and its own factor of non-road system. At the same time, urban residents and government departments have been plagued by breeding other problems by the traffic problems, such as traffic safety. People are ongoing efforts to find the effective solution of traffic congestion in order to break away the trouble.This paper is based on the practice of the recent comprehensive transportation planning and management of small town and the results of existing studies, with the characteristics of small towns, deeply studying architecture of the recent comprehensive transportation planning and management of small town, and building theory system of the comprehensive transportation planning and management. At the same time, the key technologies in the planning and management from the microscopic view are studied. From the supplying and demanding, the planning and management programs of the road system and intersection of small town are researched. And from the management perspective, focusing on the road traffic language facility system of small town-sign, marking and the signal design, their structures and layout are studied in order to providing abundant theoretical basis for the standardization of the road traffic language facility system of small town and guiding traffic facilities system designing of similar scale city. Through studying the theory, with the practice, taking the comprehensive transportation planning and management of Shuitou Town, Quanzhou City, Fujian Province for example, the theory which is studied is used to the actual analysis and appraisal.
